Brig Gen Frye additionally serves in a dual-hatted position as the Director of Logistics and Engineering (J4), National Guard Bureau. In this capacity, he serves as the principle advisor to the Chief, National Guard Bureau and Vice Chief, National Guard Bureau for all logistical and engineering matters to include supply, maintenance, transportation, acquisition logistics, installation/facility, environmental issues, Emergency Management Assistance Compacts and the domestic mobilization of Army and Air National Guard personnel.
Brig Gen Frye reviews the strategic Whole of Government/Inter-agency logistics capabilities as they relate to the National Guard's domestic operations. He executes the Chemical, Biological, Radiological, and Nuclear enterprise sustainment of Planning, Programming, Budgeting, and Execution Systems program of records and equips, sustains and manages the life cycle of the Chemical, Biological, Radiological, and Nuclear enterprise. Additionally, Brig Gen Frye operates the Consequence Management Support Center to acquire, distribute, modify, and repair equipment for National Guard domestic missions.
