Mr. Louis Neeley

Colonel (USAF ret) Louis “Lou” Neeley currently serves as the Director of the Office of Supply Chain Management, Office of General Supplies and Services, Federal Acquisition Service, General Services Administration (GSA).  Prior to this position, Lou was the Acting Director for the Office of Supply Operations and Director of the Center for Transportation and Readiness in GSA; a position he held since coming to GSA from DLA in May 2008.  Lou retired from active duty in 2006 where Colonel Neeley’s final active duty assignment saw him as Executive Secretary for the Supply and Storage Joint Cross Service Group (S&S JCSG), 2005 Base Realignment and Closure (BRAC) Committee.  Lou held a tremendous number and types of assignments while on active duty.  As an enlisted man he served a tour at Shu Lin Kou Air Station in Taipei, Taiwan and Clark Air Base, Republic of the Philippines as a Radio Communications Analysis Specialist.  Being picked up for the Air Force’s commissioning program at the Air Force Officers Training School at Lackland Air Force Base, TX where he finished as a distinguished graduate, the newly pinned Second Lieutenant Neeley attended the Basic Aircraft Maintenance Officers Course at Chanute Air Force Base, Illinois.  Lou’s officer assignments covered flight line operations at Loring AFB, Maine and Andersen AFB, Guam and staff duty at 15th Air Force HQ, March AFB, California.  He has been Deputy Branch Chief, Propulsion Quality Branch, and Deputy Branch Chief, Production Engineering Branch, Propulsion Directorate, Oklahoma City Air Logistics Center, Tinker AFB, Oklahoma and an in-resident student at the Air Command and Staff College, Maxwell AFB, Alabama.  After graduating Lou served as Senior Aircraft Maintenance Officer, 99th Air Refueling Squadron, Robins AFB, Georgia, Commander, 380th Logistics Support Squadron, Plattsburgh AFB, New York, and Commander, 380th Supply Squadron, Plattsburgh AFB, New York.  After completion of these tours of duty, Lou was assigned to HQ USAF at the Pentagon as Chief of the Engine Section in the Logistics Directorate.  From there he attended the Industrial College of the Armed Forces (ICAF) at Fort Leslie J. McNair, Washington, DC.  After graduation, Lou was assigned to Headquarters Defense Logistics Agency (DLA) where he initially served as Chief, Defense Information Infrastructure Common Operating Environment (DII COE), Chief Global Combat Support System (GCSS), and then Deputy Program Manager, Business Systems Modernization (BSM), Information Systems and Technology Directorate.  Lou left DLA for a tour as Commander of the Defense Distribution Depot, Warner Robins, Georgia, Robins AFB, Georgia and then returned to HQ DLA where he was assigned as Chief, Distribution Management Division, Directorate of Logistics Operations.  While assigned, Lou was selected to lead the DOD S&S JCSG as its Executive Secretary, reporting directly to the Chairman.  Lou holds a Bachelor of Arts Degree in Political Science from the University of Georgia, a Master of Arts Degree in Political Science from the University of Oklahoma and a Master of Science Degree in National Resource Strategy from the National Defense University.    Lou also attended the Harvard University Kennedy School of Government Class for Executive Leadership.  He has been awarded the Defense Superior Service Medal, the Legion of Merit, the Meritorious Service Medal with five oak leaf clusters, the Defense Meritorious Service Medal, the Air Force Commendation Medal with one oak leaf cluster, the Air Force Achievement medal and numerous other medals, ribbons and devices.
